Second Communiqué of the ccTLD Constituency, meeting in Montevideo

STATEMENT FROM THE ccTLD MANAGERS MEETING IN MONTEVIDEO AT THE IANA-ccTLD WORKSHOP SEPTEMBER 8 2001

The ICANN ccTLD Liaison, established the ccTLD-IANA Workgroup at the Stockholm ICANN meeting with the stated intention of improving communication between IANA and the ccTLD's and improving the service from IANA to the ccTLD's. Twenty-nine ccTLD managers attended the Stockholm meeting, and the same number attended the meeting in Montevideo on September 8 2001.

The ccTLD managers present at the Workgroup meeting in Montevideo reiterated their concerns regarding IANA services as expressed at the Stockholm meeting. The major concern remains very slow action by IANA on legitimate routine technical updates, (e.g., notification of nameserver changes.) and unilateral changes to the schema of the database.

We acknowledge and welcome the ICANN ccTLD Liaison's good intentions to build links with the ccTLD community, and to establish trust between the ccTLD's and IANA. However, we note with regret that these meetings appear to indicate that the IANA is unwilling or unable to act upon the clear consensus of the meetings. The effect of this creates doubts about IANA's intentions, and therefore the meetings do not have the effect intended, and may even have the opposite effect.

Accordingly we invite the CEO of ICANN and any appropriate staff from IANA to attend the ccTLD-IANA meeting in November in the hopes of remedying the situation.
