Here is the excerpt (7/23/00) from Peter de Blanc, Chairman of Funding to ICANN Working Group,
You do not "have to pay" anything.
We suggest that you donate as per your self-selected band, along with a letter saying
"[ccTLD name] supports the work of ICANN with this voluntary donation, and we look forward to progress"
You may pay that donation directly to ICANN. For those ccTLD that do not wish to pay direct, or identify the exact amount of their donation to ICANN, you may forward that money to the ccTLD secretariat- who will then forward it (periodically) to ICANN as a lump sum, identyfying which ccTLDs contributed, but not the exact amounts.
As for the secretariat- we (ccTLDs) need to support our own office and organization. This will cost about $ 120,000 per year (USD), or $ 60,000 through November.
FYI, .VI has donated $ 1,000 to our ccTLD secretariat, because we feel their work (which is supporting our work) is vitally important.

Please vote via email to cctld-discuss@wwtld.org whether you agree on self-selected band model and the amount of self-selected band in USD.
Here is the track of received answers to the Funding Final call.
Please vote by the end of July.
You may pay that donation directly to ICANN.

3) Donation to Yokohama Meeting
We have collected the $50 or 5000 Yen donation at the gate on July 12, 2000, but it is still not enough. Donation is 342,000 Yen but Yokohama Meeting expenses is about 718,657 Yen.
