Constituency of the DNSO
According to the Principle
from the meeting in Berlin (March 2000), the Administrative Committee (AdCom)
of ccTLD Constituency request that all ccTLD Registries elect three
representatives to the DNSO Names Council. Together with this Principle, the
AdCom approved to use
the election process proposed by George Daniel (.ag), Patrick O'Brien
(.nz), and Willie Black (.uk).
The current Names Council Members, which
have one-year term, have expired in August. The new three elected Names Council
Members will serve for a two-year term.
This election is separated into two parts:
With regard to
geographic diversity rules, the ccTLD Constituency members shall determine
their "ICANN regional affiliation", as described in the ICANN Bylaws http://www.icann.org/general/bylaws.htm
. Their physical geographical region as recorded in any standard world atlas
generally defines this affiliation. However, when a corresponding territory is
situated between two or more ICANN regions, the ccTLD Registry may self-select
its adherence to any but only one of them two week prior to the Regional
Elections.
As used herein,
each of the following shall be defined as a "Geographical Region":
1. Europe
2. Asia-Australia-Pacific
3. Latin America-Caribbean
4. Africa
5. North America
Chronological record of the election process is as
follow:
On 30 September 2000, power outage occurred at AFNIC
where the wwtld.org server was located.
The server was back to normal on Monday 2 September. The Secretariat had to extend
the Nomination period one more time to 4 October at 12:00 UTC.
After deadline of 4 October at 12:00 UTC, there were
two candidates that did not qualify
a) Stafford Guest – one of the nominations sent in late by forty minutes.
b) Nigel Roberts – sent in his acceptance late as well as one of the
nominations by almost one hour.
The Secretariat had consulted AdCom and decided to allow
both to enter the race.

are the candidates for each region:

North America: Peter de Blanc
Africa: Yann Kwok
Europe: Elisabeth Porteneuve & Nigel Roberts

For each region independently, the ccTLD Registries
from each region will vote for their candidate. The candidate having the most
votes within its own region is selected to represent that region. All five
regions hold the elections concurrently.
Each ccTLD Registry is allowed to one vote, the full
identity of voting Delegates is recorded in the voting registry.
4 October, Kent Crispin sent out Regional Vote

Election Result.

6. 12 - 25 October 2000 Call
for the GLOBAL Election
All ccTLD Registries vote for three Names Coucil
representatives from the set produced in the REGIONAL Election. Each ccTLD Registry gets to place three
votes or less in the ballot.
The situation developed when the Secretariat sent out
a
reminder on 18 Oct. The issue
is whether each voter must vote for “exactly three” candidates or vote for
“three or less”. In the
election proposal, it said each voter must vote for exactly three
candidates. But in the
voting procedures, it said each ccTLD Registry is allowed three votes, one
per candidate. The Secretariat had
consulted AdCom and decided that the voters could not be forced to vote exactly
three candidates. The announcement
to inform the voters of the decision was sent out on 20 Oct.
7. The Results
26 Oct. Kent Crispin submitted the Global Election
Result with explanations to Secretariat.
26 Oct. Secretariat has consulted AdCom members over
emails and they approved:

27 Oct. The Global
Election Result is announced.
Peter
de Blanc, Elisabeth Porteneuve, and Oscar Robles will serve as DNSO Names
Council for two years.
